Let's start here--The State Department, after reviewing its security at all our embassies world wide decided that, considering the security threats to our embassy personnel all over the world, they needed $300 million to upgrade security at our embassies to counter these threats. Now, considering the 'fiscal' times in the Republican controlled House of Representatives, where all budget bills MUST, by the U.S. Constitution, originate, The State Department had to have convinced President Obama that this $300 million for security upgrades was critical or else he wouldn't have put it in his budget request, which he did, and sent to the House for consideration.
As we all know, It's the Constitutional responsibility of the President to send a budget request to the House. But as we also all know, The Presidents Budget Request is NEVER passed by Congress "as is" and sent back to him for his signature. Not even when his political party controls both Houses of Congress. Along the way, every congressman feels the need to shit and piss on it to get their particular 'STANK' on it, removing stuff the President wants, adding stuff like pork barrel funding he doesn't. Usually, by the time a budget bill is returned to the President, it bears NO resemblance to the request he sent to the House. But, it's the Congress Constitutional responsibility to send to the President a budget bill that keeps the wheels of government turning, that covers critical items and contains enough of what the President wants and not too much of the bullshit he doesn't want that he can sign it into law in good conscience.
It's a process called 'COMPROMISE'. Our whole Constitutional system is based on compromise. After it became evident that our country couldn't survive under a weak Federal Government based on The Articles of Confederation (States weren't paying their taxes to the Feds, States weren't paying their foreign and other obligations, troops weren't getting paid, financial pressures were about to bankrupt the country and break it up, States were violating treaties between the U.S. and foreign countries, etc.), A Constitutional Convention was called in 1787. It took 3 years to do, but in the end, they came up with a compromise document that serves as our Constitution that was ratified and adopted by all 13 states. Every word, every sentence, every letter, every punctuation mark in our Constitution is a compromise to satisfy one State, one group or another to accept and ratify it as the basic living principal of this country. Even later in our history, we've made compromises to this document to serve special needs or to get other regions of this land to accept and ratify it and become a part of the whole.
However, since the Republicans gained control of the House, on the very first day of Obama's Presidency, the Republicans gathered in the House and pledged in front of TV cameras, pledged in front of the whole world that that black man 'sitting in the Presidents chair in the White House' would not have a successful Presidency and pledged that they would do everything in their power to prevent his Presidency from becoming successful. Since that time, the Republicans in the House have sent the President only bills with attachments so poisonous so mean, so vicious, so reactionary that the President just can't sign them into law 'in good conscience'.
The Republicans stripped that $300 million for security upgrades at our embassies out of the Presidents budget. The State department obviously convinced the President that it was a 'critical' need or else he wouldn't have put it in. Why are the Republicans now trying to put the blame on him when stripping that money out was their doing? Why is it that when some interviewer asks one of them about that money do they change the subject without answering? Eventually, the Republicans sent the President a budget that is so destructive that THEY don't even want it THEMSELVES (the fiscal cliff) and that if it goes into effect on Jan. 1, it will crash the whole worlds economies back into another deep recession or even into a depression just as our economy is showing stronger and stronger signs of improvement? The fiscal cliff is a Republican bill. The President signed it because he realized that even THEY didn't want it to go into effect it is so bad and he could use their own bill as leverage to get something that made sense? Are the Republicans really that crazy that they would let the fiscal cliff go into effect and crash the worlds economies, again, just to get 1 BLACK MAN?
